Egypt’s COP27 vision: mitigation, adaption, and finance

Hosting the 27th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change, Egypt prepares for COP27. Here’s the breakdown:

Turning the Glasgow outcome into action, COP27, hosted in Egypt’s Sharm El-Sheikh city, aims to commence its implementation of climate change adaption, mitigation and financial strategy.

Aiming to ensure adequate representation and participation from all relevant stakeholders and parties in COP27, Egypt will focus on especially vulnerable communities and countries in the African region that are becoming more affected by the impacts of climate change daily.

The COP27 vision continues that of the conferences before it, securing the 1.5°C goal, and adapting to the negative impacts of climate change through the implementation of the provisions of the Paris Agreement.

Ensuring global concerted action is taken at all levels and by all actors

Accordingly, this conference will continue to update NDCs (nationally determined contributions) from participating nations, hopefully fulfilling the commitments made in COP26 by Governments and other entities.

World leaders, negotiators and all stakeholders will demonstrate their commitment to climate action through their NDCs, where Egypt has made special notions to host an inclusive Conference where all parties, youth, civil society and the private sector can showcase their action strategies.

“COP27 will be the right moment to seize the opportunity and further turn the climate challenge into an opportunity for sustainable development and economic prosperity through investing in a green future for people and planet.”

According to Dr. Mostafa Madbouly, Prime Minister of the Arab Republic of Egypt: “COP27 will be the right moment to seize the opportunity and further turn the climate challenge into an opportunity for sustainable development and economic prosperity through investing in a green future for people and planet.”

Mitigating climate catastrophes by maintaining the 1.5°C target

Continuing to follow IPCC guidance to limit global warming to well below 2°C, COP27 will work further to keep the 1.5°C target in place. Immediate action will be needed, as well as raised ambition from all parties – particularly those who contribute more to climate change and the private sector, which makes government climate change strategies harder to fulfil.

Countries in this conference must demonstrate their targets and fulfil their pledges to the Paris Agreement to further implementation of the Convention.

Hopefully, this year, implementation of the Glasgow pact will come into fruition, to review ambition in NDCs, and create a work program for ambition on mitigation.

Adapting to extreme weather and climate changes

The Global Goal on Adaptation is a significant outcome of COP26. Urging all parties to demonstrate the necessary political will, and assess their progress towards enhancing resilience, COP27 aims to also assist the most vulnerable communities who are already experiencing the brunt of climate change.

As countries begin to experience worse weather events from heatwaves, floods, and forest fires, COP27 calls on governments and state parties to face their commitments at COP26 and enhance their local and global action on Adaptation.

However, beyond Adaptation goals, COP27 should also encourage and witness better global agendas for action on adaptation, elaborating on the Glasgow pact about placing adaptation at the forefront of global action.

Financing the climate change strategies emplaced

Finally, it is crucial countries put forth a significant and meaningful budget to contribute efficiently to mitigation and adaptation. Climate finance needs to move forward, expanding on all finance-related items on the agenda.

Climate finance needs proper adequacy and predictability to achieve the goals of the Paris Agreement. Therefore, this year’s conference encourages transparency of financial flows and facilitated access to meet the needs of developing countries – especially in Africa, as well as lesser developed countries, and small island developing states.

Countries, governments, sectors and parties will all need to provide clarity as to where they are in their implementation of strategies and what more needs to be done – and how much money they have put forward depending on how strong their strategies are.

Focusing on the delivery of the annual USD 100 billion, COP27 aims to build more trust between developed and developing countries, showing that actual commitments are being fulfilled.
